This is a Digital Strategic Sourcing Role NOT an IT operations role!


POSITION OVERVIEW

The Associate Director, Application Services is responsible for partnerships, strategy and strategic sourcing through collaborating and partnering with suppliers, Enterprise Services leaders, and digital/IT service managers. A key component of the role is to develop supplier capability, partnerships and category strategies for digital services, IT related contingent labor services, and applications data management (ADM) services. This leader will lead a small team within this commodity area.

The ideal candidate will draw from past experience in digital indirect supplier management, digital sourcing, digital procurement, contract negotiations and project management skills to lead the coordination, communication and integration of suppliers to support the achievement of technical, financial and performance objectives. This candidate must have the digital business acumen to partner with functional and business unit stakeholders to form strategies that drive sourcing and negotiation decisions that lead to best value contracts. This candidate will have a deep understanding of digital services contracts with the ability to define SLAs, harmonize labor pools, establish rate cards, negotiate contracts, and the ability to adjust between different contract types, e.g. time and material to fix price contracts. As this is a fast-paced environment, understanding of the implementation of SCRUM teams to facilitate execution is strongly desired.

A deep understanding of the end-to-end procurement process, from requisition, to negotiations, and PO placement is needed for this role. The leader continuously monitors and evaluates supplier relationships, performance, and metrics for trends and root causes and formulates proactive plans to ensure overall success of the category. Given the amount of activity, this leader must be able to effectively employ project management skills to prioritize, schedule and manage these activities.

The successful candidate will have excellent communication and presentation skills, with ability to develop effective business cases and other presentations to brief leadership and peers.

Essential Duties& Responsibilities

Specific responsibilities will include but not limited to:

  • Supports the IT Operations and Enterprise Software Sr Director, and DIT Stakeholders in ADM apps rationalization and IT Professional Services/Staff Augmentation consolidation synergy activities
  • Manages an indirect commodity portfolio of IT service, IT related contingent labor services, and ADM service suppliers and other third party service contracts
  • Formulates commercial strategies and leads negotiations
  • Establishes supplier engagement plans and enforce overall governance within portfolio
  • Develop and issue RFIs and RFPs
  • Develops and manages a schedule of all engagements, renewals, RFPs/RFQs, etc.
  • Leads and manages all supplier performance reviews, benchmarks & reporting within portfolio
  • Partners with service owners to help develop and review State of Work (SOW) documents and ensures procurement and sourcing best practices are followed

Skills

  • 10 years sourcing and procurement management, negotiations, contract/subcontract management, with at least 5 years in DIT strategic sourcing preferred
  • Experience with sourcing roles and functions, including creating sourcing roadmaps, developing category strategies, risk management, action item management, requirement change management, metrics management, and category management
  • Strong negotiations and sourcing skills with deep understanding of different contract types (FFP, T&M, etc.)
  • Proven track record for developing strategies to achieve YoY cost savings and favorable terms
  • Ability to effectively communicate, execute and manage contracts that meet technical, cost, and schedule goals
  • Develop and shepherd the entire RFP process, from RFP development, release, down-selection, notification, negotiations, and signature
  • Must possess strong collaboration skills enabling effective communication and demonstrated business results working internally with functional service owners in Enterprise Services and across business units, as well as externally with suppliers
  • Ability to effectively work with and communicate with all levels of management and individual contributors
  • Demonstrated ability to understand financial information, budgets and program performance and develop strategies and business cases to improve performance in these areas
  • Ability to work in a fast-paced environment and lead a small team through dynamic change

Desired Qualifications

  • PMP certified or equivalent
  • DIT experience on the operational side, running and leading transformational projects and services
  • Professional or advanced degree

Education Requirements:

Typically requires a university degree or equivalent experience and minimum 10 years prior relevant experience or an advanced degree in a related field and minimum 8 years experience
